Orphaned at a very young age, Raju (Govinda) lives a poor lifestyle with his sister. He falls in love with Parul (Sonali Bendre) but Parul's uncle has already arranged her marriage with a despicable police inspector, Suryadev Singh (Shakti Kapoor). When Suryadev finds out that Parul loves another man, he arrests Raju on false charges of murder, which propels Parul to commit suicide. Suryadev also molests Raju’s sister, rendering her pregnant and mentally unstable. Enraged beyond measure, Raju then relocates and hides away his sister in a remote village. But there, he ends up meeting a plain-clothed policewoman disguised as a village belle, Bijli (Shilpa Shetty) on a mission to apprehend Raju at any cost.
