Mangal Singh is the head of a village, who gets his revenue by selling cocaine. When police officer Kisna learns the truth, he goes undercover and tries to find out from the villagers about the dealings and the business of drugs. He asks Mangal and the villagers to surrender the drugs to the police. When they agree to do so, the police are summoned, and to Kisnas horror and disbelief a large number of villagers are gunned down; many are dead, while others, including Mangal, are crippled for life and Kisna is falsely accused of leading the operation.
