Bharat (Shatrughan Sinha) is a relentless, hard as nail Deputy Superintendent of Police who is assigned to take charge of a small town run by the criminal Dharam (Utpal Dutt). Immediately upon his arrival, he arrests Dharam – only to release him on medical reasons. A frustrated Bharat volunteers to go undercover to expose the man. He rents a room and falls in love with his co-tenant, Prabha (Aparna Sen). With her help, he gathers enough evidence to arrest Dharam. But Prabha is being blackmailed by one of Dharam’s goons to hand over the evidence.
